Title: Gear oil Leak

Hi all,
I'm a new 9n owner. Not sure of year yet 1940 - 1941? I'll post a pic once i get familiar with this site. My leak is at the right side lower lift arm of the 3 point hitch. There is a cottered pinned nut on the lift arm which i removed and there is a bolt head that just spins in the breeze. The housing the bolt head holds on is loose and it consistantly drips there. The left side also has this bolt that spins although it spins tightly and that housing does not leak.
I have a service manual and there is no diagram on this housing. I'm sure the bolt is supposed to spin but not that loosely? Do I have to remove the axle housing to service this?
Does that open a can of worms with the brake lever and what not removing the axle and housing?
