2N Front wheels / tires

Just purchased a 1947 2N.
The fronts have 16 inch car tires on wheels that measure 17 1/2 inch rim to rim.
Manuals says original tire was 4 x 19.
Do I have non-standard wheels do you think?

Yes

A friend of mine changed his to that configuration when he was in high school for his uncle. Weld new outer rims on or something.

In 1947 they offered a 16" rim, mostly use with a loader. As far as the car tires?? Were the hubs changed out also or is it still the big hub?
