How about the carburator float level, it may be too high. The float valve seat may be leaking? A carb kit could solve this.

Carb float may be stuck closed. See if gas flows when you take out the drain plug. Open the gas valve fully, your tank should be on the reserve when it all the way out. Do you have gasoline in the tank? If you have spark, then it should be a fuel problem.

A governor controls your engine speed. If the load drops off, the throttle plate closes and if the load picks up, the throttle plate opens.Most industrial and commercial engines have this feature where spinning flyweights and a spring pressure control the engine speed.Your throttle lever controls the spring setting.

look under Ford Tractors, less than 40 HP. 9N tractors were made from 1939 to 1942 when the 2N came out. 3 speed transmisions are indicative of these models.

I don't khow about the fixing the shaft but you might want to know there is a free wheeling PTO adapter that allows the brush hog to spin without pushing the tractor with the engine off.

Check the fuel line flowto the carburator. The float level may need to be reset when you clean the carb. The gas tank valve may not be fully open. Gas filter screen is dirty. Spark plug wires may be installed wrong. These are some of my problems I found.

I "think" the fluid is your gear and transmission oil, maybe 80W90 weight.

There is supposed to be a 3/4 inch null area in tne valve control where the fluid goes neither up or down. An adjustment can be done according to the service manual. If something is leaking, then there is a rebuild that can be done.

I turned the square nut opposite the brake arm in 3 turns and the pedal camme up 2 inches.

I took the tractor down the hill, used the right rear brake and it didn't stop too well. I drove it into the dirt, took it out of gear, then it stopped. My first thought is to adjust the right rear brake with its mechanical adjuster. How do we access the adjuster?

Alternator diodes can blow when you reverse polarity. Have your alternator checked at a parts store.
