steering post rebuild questions

My 9n steering shaft and bearings, and sector shafts were shot. So badly rusted was the steering wheel to the shaft I had to cut it off. Nothing would come apart.
I got a combination of used sectors a new shaft and bearings. I have a question about the location of parts going back together. Ive read my F0-4 section on this and still need answers. My bearing races will not just slip over the shaft. Do I have to  press the races over the shaft? If so how far down do I press them to. There are 2 spots on the shaft that are larger in diameter than the rest of the shaft I assume that is where the races should be put to. But if the races are a press fit than there will be no adjustment for mesh and backlash. Should I put the shaft in a lathe and take off enough material to give me clearance for those races? And can someone tell me where they get replacement nuts for the steering post as my were badly rusted to the shaft and it all had to be cut apart to be removed. Thanks for any advice.  I can post pictures if needed.
